		<description><![CDATA[Too complicated.  Remember that those writing SWMS are contractors of all kind , etc. And... because it is too complicated the most important things can be missed . 
The important things are : 
1. List of Activities and Activities Steps IN DETAIL 
2. What can go wrong and hurt people in each ACTIVITY STEP ( undesired events ) 
3. What are the CONTROLS to be implemented to overcome undesired events 
4. Signed and dated by the person doing the job ( not the boss , nor the OHS manager ,etc )]]></description>

		<description><![CDATA[I agree that SWMS should only be provided when high risk tasks are required as per the OHS regs and where possible SOP&#039;s or procedures used for standard tasks. However, saying &#039;No&#039; to providing non-high risk work SWMS is not always possible (and may lead to work being lost) especially if the client stipulates them as a requirement of the contract conditions. 
Therefore I believe the problem lies less with governments and the governing body than the clients who contribute to and perpetuate the notion that the workplace is made safer by insisting upon a SWMS for almost &#039;everything&#039;.]]></description>
